Objectives

The general objective of the technical assistance is to improve access to clean energy for low income rural households in the Greater Mekong Subregion (GMS), promoting renewable energy based on locally available biomass resources in ways that are not only cost effective but also contribute to climate change mitigation and adaptation goals.
The proposed TA is the first phase in the development of what will eventually be a EUR 60 million investment loan/grant by the ADB to the three governments.  The TA will provide assistance in the form of consulting services to formulate a framework for sub-regional development of bio-energy, consisting of (i) harmonized policy recommendations for application at the sub-regional level; (ii) a common sub-regional legal and regulatory framework that harmonizes bio-energy standards and cook stove standards; and, (iii) harmonized standards at the sub-regional level for development of bio-energy products. To this end, pilot projects will be designed and implemented in each participating country.

Financing

Total cost will be EUR 3,576,200, of which NDF will provide EUR 3,1 million, and the Governments of Cambodia, Laos and Vietnam a total of EUR 0,476 million.
