Objectives

The project is intended to: (i) strengthen and operationalize the master plan on gender and climate change; (ii) develop operational guidelines and targeted knowledge products for enhancing awareness on ways to integrate gender considerations in climate change adaptation investments; (iii) strengthen coordination between the Ministry of Women’s Affairs (MOWA) and various line ministries on gender and climate change adaptation; and (iv) implement gender-responsive and gender-equitable adaptation pilots in selected provinces. The main intended outcome is enhanced institutional and technical capacity to integrate gender issues in climate change adaptation initiatives.

The technical assistance project will comprise at least the following activities and result in the following outputs:

  • Master plan on gender and climate change strengthened and operationalized;

  • Guidelines and knowledge products for integrating gender in climate change investments developed and disseminated;

  • Coordination between MOWA and various line ministries on gender and climate change issues strengthened; and

  • Gender-responsive and gender-equitable adaptation pilots in selected provinces implemented.

The project, which will be implemented by the Asian Development Bank (ADB), is connected to an existing ADB technical assistance project on Mainstreaming Climate Resilience into Development Planning.

Women are severely affected by the more extreme weather events driven by climate change, as they often work in and are dependent on agriculture, and also responsible for households. Many women live in rural areas where they live off the land. To date, gender issues have not been adequately included in climate change adaptation planning.

Financing

The project is co-funded with the Pilot Programme for Climate Resilience under the Climate Investment Funds framework, bringing the total project cost to USD 1,250,000. As part of the NDF-funded component, the Fund intends to organize an information dissemination seminar at the end of the project.
